John Ferry

Serbia Judicial Reform and Government Accountability Project

Mr. John Ferry is an accomplished manager and court administration systems expert with a record of achievement in the U.S. and abroad. Mr. Ferry has served in program management, technical expert and M&E positions with USAID and other donors in Kosovo, Kyrgyzstan, the Democratic Republic of Congo, Egypt, and Trinidad and Tobago. He has a proven ability to proactively manage changes in complex organizational and political environments with disciplined leadership, skilled diplomacy, and sound policy guidance. Mr. Ferry was recently appointed Chief of Party of the USAID Justice Support Program where he is responsible for the management of a 20 person staff, oversight of program implementation, reporting, monitoring and evaluation and financial management. He is responsible for oversight of large-scale renovation procurement and outreach campaigns, and serving as the lead Policy Advisor to the KJC to re-constitute its committees upon the completion of the one-time judicial and prosecutorial reappointment process. As the former Advisor to the Kosovo Judicial Council under USAID/Kosovo’s Justice Support Program from 2007-2008, and Justice Sector Reform Activity from 2005-2007, Mr. Ferry guided the creation of Secretariat budget, procurement, IT, and human resource offices, and assisted the Judicial Council to establish internal rules to utilize its Secretariat as an administrative body. At the request of USAID, Mr. Ferry conducted an assessment of the proposed Status Settlement Agreement with respect to constitutional implications and corresponding operational concerns for the courts—a document which was then used to formulate U.S. policies achieved through the proposed Law on Courts. Mr. Ferry’s existing productive relationships and proven track record with counterparts, including the leaders of the KJC and courts, the KJI and State Prosecutors Service, EULEX and EU Twinning Programs, make him uniquely poised to drive Mission-critical assistance to advance the justice system in Kosovo. Mr. Ferry has 30 years of experience in the U.S., where he aided numerous court systems to increase efficiency and enhance both revenues and operational synergies. As a former State Court Administrator, District Court Administrator and former Trial Court Administrator, Mr. Ferry has a demonstrated ability to evaluate, create, and restructure administrative offices, procedures, and processes at all levels. He is a former member of the U.S. Conference of State Court Administrators, where he chaired the organization’s Policy Committee. Mr. Ferry is an Institute for Court Management Fellow and holds a graduate certificate from the Institute for Court Management and B.A. in Public Administration from the University of Maryland.
