Mrs. Natalija Stamenkovic
Principal
Natalija Stamenkovic is a seasoned development professional who has served in many senior roles for large international donors and implementers. In 1994, Ms. Stamenkovic worked for the US State Department Office of Counsel to the Inspector General. In 1996, she joined the Office of the Public Defender for the State of Maryland and later started her own private practice. She entered the development field in 2000 with UNHCR, where she served as a Senior Legal Advisor to the UNHCR mission in Bosnia-Herzegovina. She assisted in the return and reintegration of over 15,000 refugees during the three years of her service. In 2004, Ms. Stamenkovic was Lord Paddy Ashdown’s Senior Prosecutorial Reform Advisor for the Office of the High Representative in Bosnia-Herzegovina. Later in 2005-2007, Ms. Stamenkovic was a Senior Rule of Law Advisor to the Europe and Eurasia Bureau at the U.S. Agency for International Development. She provided extensive guidance to the USAID missions in Kosovo, Serbia, Georgia and Azerbaijan to design new rule of law strategies, monitor and evaluate existing projects and develop and draft solicitations for new programs. From 2008-2010, Ms. Stamenkovic served as a Director of Democracy, Governance and Community Development at International Relief and Development. Ms. Stamenkovic specializes in criminal institutional reform and legal aid for vulnerable populations. She speaks Russian and Serbo-Croatian fluently.
Rajiv Chadha

Mr. Chadha is a member of the American Institute of Certified Public Accountants (AICPA) and the Virginia Society of Certified Public Accountants (VSCPA). Mr. Chadha graduated from George Mason University with a degree of Bachelor of Science in Accounting and has been a Certified Public Accountant (CPA) since 1996. Prior to joining DPI, Mr.Chadha was a CPA for Freddie Mac. He has built his reputation by providing knowledgeable professional advice tailored to the needs and personality of each individual. He has over 20 years of accounting experience and over 15 years of tax advising on tax issues.
Andre Clement
Senior Court Administrator

André Clément is a senior professional who has provided leadership and support in a broad range of court administration projects. For over twenty years Mr. Clement served as a Regional Director in the Court Administration Division of the Ministry of the Attorney General in Canada. In that capacity, he managed an $11 million budget and 300 staff at 15 different locations. As the Regional Director he planned and implemented the restructuring of Ontario’s Court Administration. The restructuring process includes the coordination of strategies with the provincial and federal judiciary, Attorneys, local Court Officials, police, and political representatives. Mr. Clement has assumed leadership roles in ensuring court administration met legislative and law reform requirements. Mr. Clement served in a crucial role in transitioning and facilitating change in court administration processes, including introducing and tailoring information technology to meet the needs of a newly designed court administration In addition to his court administration experience, Andre also has procurement and financial management experience. Finally, Mr. Clement is an expert trainer and has substantial experience in instructing a broad range of professionals. Mr. Clement has worked extensively in regions of Canada that are comparable to the global south. Additionally, he has worked in Haiti as a consultant on a USAID funded program. He is a native French speaker.
Hans Inge Jorstad
Senior Prisons Advisor
Mr. Jorstad is currently working as the Prison governor of Aslund Prison in Norway. He has served in that position since 1988. Mr. Jorstad has had substantial experience in directing the reforms of prison systems in countries emerging from conflict. In 2004, the Norweigan Ministry of Justice seconded Mr. Jorstad to Bosnia Herzegovina, where he served as the Acting Director and Senior Advisor to the Ministry of Justice of Bosnia-Herzegovina. He was tasked with providing expert advice and guidance to the Ministry in their efforts to reform the prison system so that the conditions in the prisons complied with European Court of Human Rights requirements. In 2008, Mr. Jorstad was a Senior Prisons Mentor and Advisor to the United Nations Mission in Liberia. He has provided advised and mentored national corrections personnel in all aspects of correctional management, including the re-development of the prison system infrastructure. His expertise lies in providing expert advice and guidance to national corrections authorities related to reform and strengthening of the prison system, particularly with respect to issues related to international human rights standards, implementation of strategic planning processes, and management of prisoners in accordance with international and European guidelines.
